If you have failed the Virginia Department of Motor Vehicles knowledge exam or road skills test three times, state law requires you to complete a DMV-approved re-examination course before you can take the fourth or subsequent exam.

If you failed the general knowledge (permit) exam three times:
If you are under 18 and have not completed the 30-hour driver education course, you must complete the classroom component of Driver’s Ed (36 × 50-minute sessions).
If you are 18 or older, you may either retake the classroom component or complete the 8-hour Driver’s Manual (Re-Examination) course.
Failed the Road Skills Test 3x
If you have failed the road skills test three times, you must complete the in-vehicle component of Driver’s Education: seven (7) × 50-minute driving periods. No observation is required.
