If you’re 18 or older, have a Virginia learner’s permit, and already know how to drive, our Adult Behind-the-Wheel (BTW) Waiver Course can help you earn your license without taking the road skills test at DMV and without waiting the usual 60-day learner’s permit holding period.

This course is ideal if you’re comfortable behind the wheel and now need a DMV-approved driving school to evaluate your skills and issue the adult waiver certificate.

Who Qualifies for Adult Behind-the-Wheel?

To enroll in the Adult BTW Waiver Course, you must:

  • Be 18 or older

  • Hold a valid Virginia learner’s permit

  • Have completed a Virginia-approved 30-hour Driver Education course

  • Have your Driver Education Completion Certificate (DEC-1)

  • Be able to drive independently (this course is not for brand-new beginners)

  • Sign an Adult Behind-the-Wheel service contract

What’s Included in the Adult BTW Waiver Course

During Adult Behind-the-Wheel you’ll complete:

  • 7 in-car periods (50 minutes each) of driving and observation

  • Evaluation of safe driving habits, lane changes, turns, parking, and traffic skills

  • A final road-skills evaluation with a certified instructor

  • All paperwork needed for your adult waiver completion certificate

Our focus is on safety, confidence, and making sure you’re truly prepared to drive on your own—not just to pass a test.

How the Licensing & Waiver Process Works

  1. Complete Driver Education (30 hours).
    Take and pass a Virginia-approved 30-hour driver education course and receive your DEC-1 certificate.

  2. Enroll in Adult Behind-the-Wheel.
    Register with All Seasons RVA and schedule your in-car sessions.

  3. Finish your BTW sessions.
    Your instructor will coach you, evaluate your skills, and complete the required DMV paperwork.

  4. We mail your waiver to DMV.
    Once you successfully complete BTW, All Seasons RVA mails the DMV copy of your Adult Waiver certificate directly to DMV for processing. You do not need to carry the certificate to DMV yourself.

  5. Your license arrives in the mail.
    After DMV processes your paperwork, your driver’s license is mailed to you. If you do not receive it within 20 business days, contact us so we can follow up.

Important Information for Non-U.S. Citizens / Driver Privilege Cards

If you’re applying for a Driver Privilege Card (for Virginia residents who are not U.S. citizens), the rules are a little different:

  • Adult Behind-the-Wheel may help waive the 60-day learner’s permit holding period,

  • But DMV may still require you to take the road skills test in person.

  • You will typically receive a letter from DMV instructing you to schedule your final road test.

Because DMV policies can change, we strongly recommend calling DMV directly to confirm how the waiver applies to your specific situation before you enroll.

Pick-Up & Drop-Off (Optional)

  • No fee for pick-up/drop-off within a 10-minute radius of our location (302 Turner Rd, Suite L).

  • For locations beyond 10 minutes, an additional pick-up fee is applied based on time and distance.

  • Some areas may be outside our service zone. We’ll confirm availability when we schedule your lessons.

Frequently asked Questions (FAQ)

  • No. Behind-the-Wheel is DMV-required licensing courses, not practice lessons. BTW follows a set state-regulated curriculum and includes evaluation, certification, and the final road-skills test (for eligible students).

    Private driving lessons are optional practice sessions designed to help students learn or improve skills such as parking, lane changes, highway merging, confidence building, and test preparation. Private lessons do not replace or count toward the DMV Behind-the-Wheel requirement.

  • The Adult Behind-the-Wheel Waiver Course offers several advantages over taking the road test at DMV:

    • You may qualify to get your license without taking the DMV road skills test.
      Once you complete the 30-hour Driver Education course and all 7 Behind-the-Wheel sessions, we can issue the Adult Waiver Certificate, which DMV accepts in place of the road test.

    • More practice time on the road.
      Instead of a short DMV test, you receive 7 full driving sessions (50 minutes each) to build confidence, correct habits, and prepare for independent driving.

    • Less pressure and reduced testing anxiety.
      Many adults feel nervous testing with a DMV examiner. Adult BTW allows you to be evaluated by a certified instructor in a familiar environment, not under DMV’s strict time pressure.

    • No need to provide your own vehicle.
      DMV requires you to bring a safe, insured vehicle for testing. (No rental cars) With Adult BTW, you use our training vehicle, saving you stress and eliminating that requirement.

    • Avoid long DMV wait times and scheduling delays.
      You skip the DMV road test entirely when the waiver applies.

    Overall, Adult Behind-the-Wheel offers a smoother, safer, and more comfortable path to earning your driver’s license, especially for adults who want more practice, feel anxious about testing, or do not have access to a vehicle.

  • Yes, you may enroll in Adult BTW, but DMV generally still requires a road test for Driver Privilege Card applicants. Adult BTW may help with the 60-day permit requirement, but it does not guarantee that your road test will be waived. We strongly recommend calling DMV to confirm how the rules apply to you before registering.

  • If you meet all DMV requirements—including completing a 30-hour Driver Education course and finishing Adult Behind-the-Wheel at an approved driving school—DMV usually waives the road skills test and processes your license based on our completion certificate.

    However, certain situations (such as Driver Privilege Cards or special DMV reviews) may still require an in-person test. Always check with DMV if you’re unsure.

  • Important: Even if you are 18 or older and already hold a Virginia learner’s permit, DMV still requires completion of a 30-hour Driver’s Education course before beginning Adult Behind-the-Wheel.

    This requirement applies to all adults seeking the road test waiver or who plan to complete Behind-the-Wheel at any Virginia-approved driving school.

  • Yes. For adults using the waiver option, DMV requires completion of an approved 30-hour Driver Education course and a DEC-1 certificate before you begin Adult Behind-the-Wheel. The 8-hour Driver Improvement Clinic does not count as driver education for this purpose.

  • Most students finish within 1–3 weeks, depending on your schedule and our availability.

  • Not yet. Adult BTW assumes you already know the basics of driving. If you’re a true beginner, start with our Private Driving Lessons to build your skills. Once you’re driving independently and have completed the 30-hour Driver Ed course, we can move you into the Adult BTW waiver program.

  • We serve Richmond and Chesterfield as our main service area. In some cases, we may travel to nearby areas if we have multiple students there at the same time. Contact us with your address and we’ll let you know what’s possible and whether any additional pick-up fee applies.
